Basically a poor person must find a partner from within the European Union. Here. Is this fair? In an ideal world I would say it is not, but then the whole system would be open to abuse. What strikes me as noteworthy is the underlying assumption that until a couple earn £18,600 it should be assumed that they'll be a burden on the taxpayer. And, if they are to start a family they must be earning £22,400 for the first child and then a further £2,400 for each further child before they can be considered not to be a burden on taxpayers.

Should we not make similar demands from UK citizens who decide to go it alone as an independant family unit and have children?
